ZWSJ Updates | Deepened Industrial Cooperation, Shanxi Project Revival, Liaoning Kazuo Signing — Group Advances on Multiple Fronts to Accelerate National Deployment

In late August, CHINA ZWSJ AIR GROUP intensively advanced multiple cooperation initiatives: completing China-Russia industrial docking with Russian enterprises and establishing a joint-venture cooperation model; its equity-participated enterprise Yangsen Aviation convened a seminar on the implementation of general airport projects in Shanxi Province, confirming the priority of the aviation economic zone model; and formally signing an aviation economic zone cooperation agreement with Kazuo County, Liaoning Province. The Group's nationwide deployment achieved simultaneous progress across three dimensions: industrial cooperation, regional revival and project signing.

Industrial Cooperation

China-Russia Industrial Docking: Joint-Venture Cooperation Model Established

Date: August 24–25

The Group held a China-Russia industrial docking meeting with Avia Russia Aviation Co., Ltd. and Xintai Import and Export Co., Ltd., conducting in-depth consultations on core issues including cooperation models, aircraft strategy and intellectual property investment.

Both parties confirmed the establishment of a joint venture as the cooperation model, with the Russian side's intellectual property valued as capital contribution to achieve interest alignment and risk sharing. The launch aircraft model is confirmed as the XL-2 two-seat single-engine aircraft, which enjoys high market acceptance and a short launch cycle; the Accord-201 model will serve as a subsequent cooperation project. Addressing the current challenge that the XL-2 cannot be produced due to component supplier supply disruptions, the Group will identify qualified alternative suppliers in China to restore the supply chain.

Work Seminar

Shanxi Province: Revival of Legacy Projects

Date: August 31

Yangsen Aviation, an equity-participated enterprise of the Group, convened a seminar on the low-altitude economy and the implementation of general airport projects in Shanxi Province, systematically reviewing the revival of legacy projects, county-level site selection assessment and implementation pathways.

The meeting confirmed that the Group has completed capital injection for project revival and possesses project advancement capabilities, with legacy projects posing no obstacle to cooperation. Previously signed counties can continue to advance under the original agreements. For project implementation, the Group's mature aviation economic zone model will be prioritized for replication, encompassing diverse business formats including manufacturing, supporting residential development and cultural tourism, with enterprises adopting self-investment, self-construction and self-operation. Meanwhile, leveraging the aviation economic zone as a carrier, the Group will collaborate with Yangsen Aviation to advance general airport construction, low-altitude operations and supporting industrial development, achieving integrated development of regional aviation industries and the low-altitude economy.

The meeting preliminarily screened a batch of counties and districts with strong fiscal capacity and rich resources as key engagement targets. For counties and districts lacking conditions for aviation economic zone implementation, specialized drone business will be deployed as an alternative.

Government Delegation Visit

Kazuo County, Liaoning Province

Date: August 31

The Secretary of the CPC Kazuo County Committee of Liaoning Province led a delegation to visit the Group. Both sides reached in-depth consensus on matters including the implementation of general aviation economic zone projects and industrial chain cultivation, and held a cooperation signing ceremony.

Both parties reached agreement on core issues including industrial implementation models, investment scale and airport planning, adhering to the principles of "entity industry priority, phased implementation and pragmatic delivery," with aviation manufacturing prioritized for implementation. The Group will establish a wholly-owned subsidiary locally to oversee all investment, construction and operations. Both parties completed the revision and optimization of all framework agreement clauses and executed the signing on site.

Development Outlook

From the signing and implementation in Kazuo County, Liaoning Province, to the comprehensive regional revival in Shanxi Province, and then to the deepening of China-Russia aviation manufacturing cooperation — the Group is advancing simultaneously across project signing, regional expansion and industrial cooperation, with its nationwide deployment rapidly taking shape. The Group will continue to leverage its aviation economic zone model and industrial ecosystem advantages to drive more projects from blueprint to reality.
