1. SAMFA: Building Pilot Demonstrations for Low-Altitude Consumption Applications

On August 11, the Aviation Radio-Model Sports Administration Center under the General Administration of Sport of China (SAMFA) released the article Consolidating the Foundation of Aviation-Sports Development to Fuel the Growth of the Low-Altitude Economy, setting out concrete paths for aviation sports to empower low-altitude-economy growth. The article notes that the low-altitude economy has been incorporated into national strategic planning. As key carriers for real-world deployment, business incubation and scenario cultivation of the low-altitude economy, aviation sports and tech-driven sports have entered a critical window for high-quality development.

To strengthen hardware-software supporting foundations, SAMFA proposed further implementation of the Aviation-Flight-Camp Function Expansion Project. Centered on improving comprehensive service capacity and standardized operational performance of aviation flight camps, the initiative aims to form a well-laid-out, properly-operated and well-supervised basic carrier system for aviation sports. Leveraging camp resources, authorities will enrich flight-experience, science-popularization and public-service offerings to boost public accessibility and user experience.

For talent-pipeline development, SAMFA mandates strict separation of coaching and pilot training from certification-examination procedures, standardizes industry access criteria, and optimizes age-structure and technical-echelon layout for national teams. Social resources will be widely mobilized to create an innovative multi-party national-team co-construction model involving sports authorities, higher-education institutions and commercial clubs.

To advance inclusive mass-oriented scenarios, SAMFA pushes forward the "Aviation Sports into Communities, Scenic Spots and Blocks" initiative and launches a low-altitude-experience scenario-cultivation program. One-stop low-altitude-consumption complexes integrating flight experience, aviation science outreach and equipment exhibitions will be built. Priority will be given to independent R&D and mass production of core components for hot-air balloons, paragliders and drones. Efforts will deepen integration between low-altitude industries and cultural-tourism sectors and foster emerging service formats such as drone light shows and aerial photography.

Moving forward, SAMFA will deepen cross-department collaboration, roll out a batch of standardized, demonstrative and replicable low-altitude-consumption pilot projects, give full play to aviation sports' unique strengths in incubating business formats and piloting scenarios, and continuously enable high-quality development of the low-altitude economy.

2. Important Article in Qiushi: Strengthen Application of Drones and Other Technical Means

The August 16 issue of Qiushi, flagship journal of the CPC Central Committee, published the important article Enhancing Capacity for Disaster Prevention, Mitigation and Relief by Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China and Chairman of the Central Military Commission. In the section on "strengthening scientific-and-technological support", the article calls for fully leveraging the strengths of the new-type nationwide system to drive scientific-technological and industrial innovation for emergency-response purposes. It urges breakthrough research on key technologies for monitoring-and-early-warning, emergency communications, life detection and search-and-rescue operations. It highlights strengthened deployment of artificial intelligence, satellite remote sensing, big data, the Internet of Things, drones and other technical tools, alongside R&D and deployment of advanced applicable equipment.

The article also calls for improved emergency-related disciplines and talent training, plus in-depth basic research on natural disasters to better understand their formation and evolution mechanisms. By listing drones together with AI and satellite remote sensing as core sci-tech enablers for boosting disaster-prevention, mitigation and relief capacity, the article delivers top-level official recognition of the strategic value of low-altitude equipment in emergency-response missions.

Recently, the Ministry of Industry and Information Technology and the Ministry of Emergency Management jointly issued the 15th Five-Year Plan for the Development of the Safety-Emergency-Equipment Industry, containing multiple provisions covering drone deployment in emergency-response scenarios. From the General Secretary's important article to specialized ministerial plans, drones are evolving from top-level conceptual design toward institutionalized real-world implementation as emergency-response hardware.

3. Construction Enters Critical Phase at Sonid Left Banner General Airport; Inner Mongolia Has 19 Class-A1 Airports, Nation's Highest Count

According to the official website of the Sonid Left Banner government, surface course construction has commenced for the airfield pavement project at Sonid Left Banner General Airport, marking major project progress. The project broke ground on October 20, 2025, and water-stabilized base-course work has been fully completed. Pavement construction kicked off on August 8 while auxiliary works proceed in parallel; full completion is scheduled for late October.

This Class-A1 general airport entails total investment of RMB 64.8572 million, jointly funded by Inner Mongolia Civil-Aviation Airport Construction & Investment Group and the Sonid Left Banner State-owned Assets Company. Works comprise a new 1,200-meter runway plus integrated-service buildings, garages, auxiliary premises, firefighting, power-supply, air-traffic-control and meteorological facilities. As a key livelihood project for Sonid Left Banner, the airport will upgrade regional transport networks and remedy gaps in comprehensive public services. Upon commissioning, it will mainly handle short-haul air transport while supporting general-aviation assignments including aerial seeding & pest control and emergency rescue.
