On July 16, He Xingwang, Deputy Secretary of the CPC Cangxi County Committee and County Magistrate, led a delegation to visit CHINA ZWSJ AIR GROUP. The two sides held in-depth negotiations on the general airport and full industrial chain low-altitude economy project in Cangxi County. Having previously signed a Framework Cooperation Agreement, this meeting marks the official transition of the project from the preliminary framework stage to substantive implementation.

He Xingwang, Deputy Secretary of the CPC Cangxi County Committee and County Magistrate, headed a visiting delegation, and both parties conducted in-depth docking negotiations covering the general airport and full industrial chain low-altitude economy project in Cangxi County. This is the first substantive project advancement discussion following the signing of the Framework Cooperation Agreement.

Geographically, Cangxi sits at the geometric center of four major cities: Chengdu, Chongqing, Xi’an and Lanzhou, serving as a key gateway for Sichuan to connect the east from the north. The Cangxi General Airport has been incorporated into Sichuan Provincial General Airport Layout Plan and relevant 15th Five-Year Plan documents. Working groups for the low-altitude economy have been set up at both municipal and county levels.

The two sides held thorough consultations on core issues including general airport site selection, introduction of aviation manufacturing industries and cooperation models, and reached systematic consensus regarding cooperation positioning, spatial layout, implementation roadmap and division of rights and liabilities. It is confirmed that CHINA ZWSJ AIR GROUP will act as the exclusive lead entity for the full industrial chain of low-altitude economic development in Cangxi County, coordinating the whole-chain work covering general airport construction and operation, aircraft manufacturing, UAV management and control, low-altitude scenario application and supporting business development.

Both parties preliminarily defined the spatial framework of "One Core Zone, One Auxiliary Zone", clarifying functional division between the core bearing area and long-term supplementary nodes. On airport construction, consensus was reached on runway construction standards, as well as classification of land nature and land supply policies.

Industrial implementation adheres to the core principle of "Prioritizing Manufacturing and Delivering Real Industrial Projects". While awaiting approval procedures for the general airport, efforts will be made to push forward the landing of aircraft manufacturing and supporting industries in parallel. As the sole investment, construction and operation entity of the project, CHINA ZWSJ AIR GROUP will adopt the model of "overall planning, phased implementation and land supply on demand", fundamentally preventing risks of land hoarding and project suspension. The two sides agreed to coordinate the operation of general aviation and UAV businesses, and roll out diversified low-altitude application scenarios simultaneously.

Development Outlook

From the signing of the preliminary framework agreement to this round of in-depth docking, the Cangxi project has formally entered the substantive advancement phase. As an important northern gateway of Sichuan linking eastern regions, Cangxi boasts prominent geographical advantages and solid industrial foundations, which are highly compatible with ZWSJ’s "Two Zones & Three Parks" model. Both sides will continue to deepen communication to advance the early implementation of the project.
